This direction of UNCTAD’s work was actively exploited (although without meaningful success) by the former socialist countries of Eastern Europe to fight against their discriminatory treatment in East-West trade. Also, for more than two decades (from the mid1960s to the end of the 1980s), UNCTAD was a pioneer in exploring and designing new forms of trade and economic cooperation between developing countries and the socialist countries of Eastern Europe based on the realities of a centrally-planned system in the latter.

As a matter of fact, there was a rising cycle of intellectual contributions that has focused on research and analysis, particularly on critically assessing the new conventional wisdom and seeking to reconstruct an alternative approach to development. However, the link between research and analysis on the one hand and policy proposals for negotiations on the other progressively weakened. In particular the topics that used to be important in the early years of UNCTAD - notably commodities, shipping and technology - were downsized.

Among a long list of proposals for action presented by the secretariat was that of “identifying the content and scope of future multilateral trade negotiations”.
